The objective of this study is to design a model for the formation disengagement of talents in government organizations using the interpretive structural modeling method (ISM).This study is applied in terms of purpose and descriptive survey in terms of nature and method. The statistical population of the study is senior managers and human resources managers in government organizations, 20 of whom were selected using the purposive sampling method. The data collection tool is an interview in the qualitative part and a questionnaire in the quantitative part, whose validity and reliability were confirmed using the content and theoretical validity method and intra-coder and inter-coder reliability. In this study, qualitative data were analyzed using the content analysis method and Max-QDA 2020 software, and quantitative results were analyzed using the interpretive structural modeling method.The findings of this study include the factors affecting the formation of Disengagement of Talents phenomenon and presenting its model. The results of the study include designing a model for the formation disengagement of talents.The disengagement of talents model in this study has been developed at four main levels and based on the formation contexts, dimensions of disengagement of talents, intervening and correlated factors, and the consequences of disengagement of talents.In fact, the results of this research can improve managers' understanding and cognition of the phenomenon of talent depletion and the factors affecting its formation in government organizations, and also serve as a basis for decisions by managers and planners of government organizations in order to deal with this phenomenon.
