This study aimed to develop a hybrid workplace ecosystem model for the Ministry of Roads and Urban Development. A qualitative approach using thematic analysis was employed. The participants comprised 17 academic and executive experts selected through purposive sampling. Eligibility criteria included at least a master’s degree in relevant fields, a minimum of five years of executive or research experience, and academic or practical familiarity with the research topic. Data were collected through semi-structured interviews, which continued until data saturation was achieved. The data were analyzed using a thematic network coding strategy at three levels: basic themes, organizing themes, and global themes. The thematic network was developed using MAXQDA 2020 software.Initially, the analysis yielded 729 preliminary codes. Following data reduction, refinement, and categorization based on conceptual similarity, these codes were grouped into 122 basic themes and 22 organizing themes. Ultimately, the final model consisted of four global themes: human, technological, organizational, and environmental factors. These global themes constitute the study’s conceptual framework and indicate that the phenomenon under investigation results from the interaction and reciprocal influence of individual, technological, organizational, and environmental factors. The thematic network further suggests that the successful implementation of a hybrid work ecosystem in the Ministry requires alignment between organizational structures and technological tools, employees’ behavioral characteristics, and environmental contingencies.
